binding to worng address on vlan1

We are running oes linux sp2 with vlan1

I didn't setup the server but the only way we could get it work was to give
the machine a static address of 0.0.0.0 and in /etc/sysconfig/network
we made a file called ifcfg-vlan1 with the following

ETHERDEVICE=ETH0
IPADDR=192.168.1.222
NETWORK=192.168.1.0
NETMASK=255.255.255.0
BROADCAST=192.1681.255
STARTMODE=onboot

This has seem to work fine until now and it's stopped working after a
maint. reboot..ETH0 is up and vlan1 is up but it's not working. I can't
ping 192.168.1.222 from anywhere. Think it's binding to the 0.0.0.0
