"DHCP TCP processing thread cannot be started"

Greetings,

I changed the DNS server information for several NetWare 5.1 SP8 servers
using the DNS/DHCP management console ver 6.5 SP2.

The next day, I unloaded DHCPSRVR. When attempting to load, I get the
following error:

DHCP TCP processing thread cannot be started.
SERVER-5.00-68: DHCPSRVR terminated at 10-17-2006 12:18:37 pm.

This only happened on two of six servers. The others were also running
dhcpsrvr.nlm ver 3.13e Any suggestions on how to resolve this error so that
I can load the DHCPSRVR would be GREATLY appreciated.

If you look in TCPCON --> Protocol Information --> UDP --> TCP
Listeners on the problem servers, is port 67 (bootps) listed?

Is NDS healthy on the problem servers?
