tomcat not loading, stuck wihtout iManager.

I just got done migrating a NW51 server to NW65 OES with all new hardware.
Tomcat4 is not loading and I need some help in determining the cause. I
can get to https://10.1.1.1:8009. This tells me that SSL is working
properly. Also, LDAP at the server is working properly. Apache is up and
running and listening on ports 443 and 80.


The error at startup is:

Search 12: SYS:\TOMCAT\4\BIN\
CATALINA_OPTS = -Djavax.net.ssl.trustStore=sys:/adminsrv/conf/.keystore -
Dsun.
io.useCanonCaches=false
CATALINA_OPTS = -vm160m -Xmx256m -
Djavax.net.ssl.trustStore=sys:/adminsrv/conf
/.keystore -Dsun.io.useCanonCaches=false


The error when I browsed to https://10.1.1.1/nps/iManager.html is: ****I
do get a certificate presented to me when I make the connection, but
further than that I get the error.

Server error!
The server encountered an internal error and was unable to complete your
request. Either the server is overloaded or there was an error in a CGI
script.

If you think this is a server error, please contact the webmaster.

Try reinstalling tomcat as per

I did performed the steps on the TID. That fixed some errors with my
Certificates. Although it did not solve my original issue, but I did find
that I had the ldapBindRestriction set "1" on the LDAP Server. I changed
that back to "0" and Tomcat then loaded fine.

But I had orinally set it that way to prevent anonymous ldap binds since I
want to use Contextless Login and I also used LDAP for HTTP filtering. Is
there a way for tomcat to load without requiring anonymous binds? There
has to be a way, right?
