APM 9.50 purging tool is requiring additional admin permissions

Recently DHL is experiencing an issue while trying to use the purging tool against new installation of APM 9.50. 

They encountered the following error message running the purging tool:  

          [Oracle]ORA-28040: No matching authentication protocol

According to https://community.microfocus.com/t5/CMS-Discovery-CMDB-User/ORA-28040-No-matching-authentication-protocol/td-p/253401 there are some restrictions on the Oracle server side regarding allowed client connections.

In 12.1, the default value for the SQLNET.ALLOWED_LOGON_VERSION parameter has been updated to 11.
This means that database clients using pre-11g JDBC thin drivers cannot authenticate to 12.1 database servers
unless the SQLNET.ALLOWED_LOGON_VERSION parameter is set to the old default of 8.

In order to deliver a solution the DBA needs to set  SQLNET.ALLOWED_LOGON_VERSION parameter to 12. 


DHL account  would like to request an enhancement so the additional required admin rights to be removed for future APM releases.
