OBM - Administrative page for event filters and event filter categories

It is almost impossible but at least very cumbersome to find out all event filters which are using a specific event filter category.

This information is very important for user permission management.

Currently, the operator has to edit an event filter in order to see which categories are used and repeat it through all event filters and note it down.

Ideally, there will be an administrative page for managing event filters and categories where administrators can see filters and categories, and how they resolve.

This is similar to existing but deferred QCCR8D52193 "Allow to group event filters in the event filter picker by event filter category".

Event filter categories are a great feature of OBM which makes permission management much easier and flexible.

But there is no way in seeing the resulting event filters when using an event filter category.

This information is very important for user permission management.
