Shorten the UCMDB/RTSM startup time - to allow OBM to startup faster

For Medium to Large OBM deployments the UCMDB/RTSM startup takes the vast majority of the time.  It has been observed that the “histDB” step is the usually the startup step that takes the longest time.

Idea - Does this “histDB” really need to be done at startup?  Perhaps it can be an action that has a delayed start.  Can it simply be delayed until an hour later after startup?  This would allow OBM to startup faster.  At some customers it will shorten the startup by over an 1 hour - especially for those that are not following the UCMDB/RTSM monthly DB recommendations.
