API Authentication error

I am trying to build HPOO flow for adding remotes into SiteScope. It works on most of our SiteScope servers but fails on few of them with this error message.

{returnCode=-1;returnResult=com.mercury.sitescope.api.configuration.exception.ExternalServiceAPIException: SiteScope doesnt support unauthenticated API calls. I compared master.config on all servers, all of them have _accessControlled set to true. I dont want to disable that as it is not a suggested way. I am not sure what is wrong with few SiS. Any one seen this problem? How do we fix this?

Please let us know what API method you're running, it seems that you're using an incorrect method.
