Can OBR collect CPU, performance data from SIS by monitor any Network.

If SIS is connected with OMi, And OMI configured as RTSM topology saurce with OBR. SIS API will be the data saurce i hope in this case for connection.

Concern : Can OBR collect performnace data of any network monitor by SIS ?

OBR ootb content packs that integrate with SiS API bring in counters pertaining to System Performance and VMware virtualized environments.

It is possible to collect data for any SiteScope monitor/counter - you could check out the community content offering on Generic SiteScope integration available on ITOM MarketPlace, which also has an accompanying user guide - https://marketplace.microfocus.com/itom/content/obr-generic-sitescope-content
