HP BSM upgrade from 9.13 to 9.25 and getting DB connection error in upgrade wizard

HP BSM upgrade from 9.13 to 9.25 and getting DB connection error in upgrade wizard of DP Server.

It is trying to create CERTIFICATE_REQUESTS table in event_schema with following command

create table CERTIFICATE_REQUESTS (ID varchar2(255 char) not null, VERSION number(10,0) not null, CN varchar2(255 char) not null, CONTEXT varchar2(255 char), DPS varchar2(255 char) not null, INSTALLATION number(10,0), IP_ADDRESS varchar2(255 char) not null, NODE_NAME varchar2(255 char), PEER_ADDRESS varchar2(255 char), TIME_RECEIVED timestamp, EVENT_TYPE number(10,0), INFO varchar2(255 char), PLATFORM_CPU_TYPE number(10,0), PLATFORM_MAJOR number(10,0), PLATFORM_MINOR number(10,0), PLATFORM_SUB_MINOR number(10,0), PLATFORM_OS_TYPE number(10,0), CHANGED_BY number(10,0), primary key (ID))":

when command is issued, it find table is already there.

Did you create a new database or using excising event database ?
