 I Followed the steps in the online help but it didn't help the console in not running

is there any idea ?

Can you confirm you followed the online help section?
What is the status of the OMW services? Please share the output of "vpstat -3 -l" command.

Which error are you getting when starting the console?

Problems with lunching OMW MMC Console indeed might indicate database related issues.

I would start with checking Windows Application Event Log on OMW server to see if there are any errors for accessing the database.

Make sure that the new database details are reflected in [HKEY_LOCAL_MACHINE\SOFTWARE\Hewlett-Packard\OVEnterprise\Management Server\DBAccess] registry key on the management server.

Check the new database to see if logins were created by HP-OVE-User and HP-OVE-Deleg-User account there

with corresponding ovms_adm and ovms_deleg users on the openview database level.

Usually create_WinAuthUser.sql script is responsible for creating those logins and users.

One more point to check is to verify that SQL Server Browser service is running on the remote database system.

HP-OVE-User and HP-OVE-Deleg-User should be able to connect to the remote database:

osql -E -S <HOST>\<DB_INSTANCE> -d openview -q "EXIT(select getdate())"
