Max sessions per user parameter is not recognized


We have the following set in formula.custom.properties:

Server.allow.ldap.caseinsensitive=true
LDAP.logins.count=2

If I already have 2 connections to NOC with the same ID, and I attempt a
3rd login with an -*uppercase *-ID, I get the following message, as
expected:

"There are no more available licenses, or the maximum allow number of
logins... has already been reached."

However, if I attempt a 3rd login with a -*lowercase *-ID, I am able to
login.

Is this a potential bug or is there a parameter I can set to prevent
this behavior? The max logins parameter should be in force whether I use
upper or lowercase.

This occurs in NOC 5.0, PB8.
