Add the following permissions to the user permissions in Central,Clicking on the flow in Central will pop up an error "Either you do not have permission to perform this action or the session has expired", but you can still run the flow.

if you set the same permissions in other versions and there will be no error (for example, 10.80) and if you add Manage Content Settings to the permissions, you will no longer get error.

Please check the entitlements you have on the flows themselves; You can check this when in flow library; the user that you are logged in has some roles. check if those roles have view/run on the flows you want to run.

on another hand, this sounds - if reproducible for flows that you should normally have view/run - a defect thus it needs to be tracked as a defect and not through the idea portal.
