Difference Between REST service and HTTP?

Is there a difference between and/or preference between these two POST statements:

POST /PAS/services/http/execute/Library/My%20Ops%20Flows/Test

POST /PAS/services/rest/run/Library/My%20Ops%20Flows/Test

Is it just a matter of following a more structured set of rules for forming the request or is there some technical advantage?

I see references to both syntaxes in the SDK guide.
