HPOO URL %Encoding Issue with HTTP GET Operation

Hi. I am running into an issue where it seems URL that I am trying to forward with a HTTP GET operation is getting encoded wrong. I have a URL that contains special characters that need to be encoded. I am using the  HTTP GET operation and have the encodeURL option set to true.

Here is what the original URL looks like:

https://10.60.8.4:443/wapi/v1.4/search?search_string~=^(ixv0232|ixv0232[-.])&objtype=All&_return_type=xml-pretty

When the URL is processed to account for encoding here is what it should like:

https://10.60.8.4/wapi/v1.4/search?search_string%7E=%5E%28ixv0232%7Cixv0232%5B-.%5D%29&objtype=All&_return_type=xml-pretty

However, see below what I get. This shows that the special characters are being encoded twice.

https://10.60.8.4:443/wapi/v1.4/search?search_string%257E=%255E%2528ixv0232%257Cixv0232%255B-.%255D%2529&objtype=All&_return_type=xml-pretty

Any thoughts?

My suspicion is that this is a RAS configuration issue but where/what to check.
