(OO) Support Tip: After upgrading environment configured with FIPS 140-2 Level 1 Compliance, receiv

Fresh installation of OO 10.60 configured with FIPS 140-2 Level 1 Compliance.  Same issue seen when upgrading to versions 10.70 or 10.80.  After following the steps beginning page 65 of OO_10.60_Installation_Upgrade_Configuration_Guide.pdf, section 'Use the Generate-sql(.bat) Script', customer receives error in the upgrade.log file:
INFO: [Ant touch] Creating D:\Program Files\Hewlett Packard Enterprise\HPE Operations Orchestration\upgrade\10.70\lib\.sql_result

Caused by: : com.microsoft.sqlserver.jdbc.SQLServerException: Login failed for user 'usrhpoo_test'. ClientConnectionId:dbfab864-16d2-4b6c-91a0-ec42109e2bbf that it is not connected to the DB SQL Server because the encrypted pass of the user is not recognized as valid.  If the password is placed in plain text, it works but according to the manual there is no need for this change.

How to resolve?

Please see the OO 10.70 Security and Hardening Guide beginning page 68 section 'Configuring HPE OO for FIPS 140-2 Level 1 Compliance'.  In the 'Prerequisites' section, please see "Note for upgraders:  If you are upgrading from an installation of HPE OO 10.10 (and later) that was already configured with FIPS, see 'Prerequisite Steps for Upgraders' which begins on page 70 of said document.  Please follow all the steps through page 73.  This will resolve the issue.
