The cause of this error:

The "Local Ping" operation is going to create a temporary .bat file on a path which is specified by the "TMP" environment variable and then execute ping.exe in that bat file.
On Windows 2008, it's observed the value of "TMP" environment variable, in a Remote Action Service (RAS) java process would be not the same as the actual system "TMP" environment variable but as follows

"%systemroot%\system32\config\systemprofile\AppData\Local\Temp"

Which does not exist by default.

A value of "TMP" environment variable in a RAS process could be confirmed by Process Explorer which can be obtained by the following URL.
http://technet.microsoft.com/en-us/sysinternals/bb896653

Solution:

1. Check the acutal value of the "TMP" environment variable in the RAS process using Process Explorer

2. If the folder listed by the value of the "TMP" environment does not exist, create it.

The folder is likely to be :

"%systemroot%\system32\config\systemprofile\AppData\Local\Temp".
