[OO Tip] Handle "Fail to Execute" state in operation

If an Operations Orchestration (OO) operation fails to execute, the flow stops. It does not take the "failed" or "successful" path.

By design, OO cannot continue the flow execution when it reaches this state but does offer flows and operations like "Get Run Status" or "Get Status for Runs".
