TNS Names SQL Query and SQL Query All Rows not working

I am trying to use the Operations/Databases/Oracle/TNS Names SQL Query or the Operations/Databases/JDBC/SQL Query All Rows.

 

When I run the TNS Names SQL Query I get the error that it failed to find tnsnames.ora file from Z:\
development0\tzs.  The file is in that location.  I have put the file on both of our RAS servers and also tried putting the file on my local machine where I am running Studio.

 

When I run the SQL Query All Rows I am getting this error.

Listener refused the connection with the following error:

ORA-12505, TNS:listener does not currently know of SID given in connect descriptor

 

The SID is correct.

 

Any ideas?
