Not entirely true but now that I have your attention here's the article.
I can't help but to wonder if the utter failure of Vista has played at
least a small part in this.

example...

Could it be DOS? Windows? Excel? Word? Networking?

I am pretty sure I read an interview about this quite some time ago -
pre-Vista.

I would expect that MS have a number of these little projects going and
though it may be a complete write from scratch, the good aspects /
techniques that were used in Singularities creation will probably make
its way in to their core OS codebase over time.

I think it has already failed. It's just that Microsoft isn't effected
by failure like everyone else. Most monopolies aren't. They can just
keep failing and failing.
