There used to be a cellular carrier in those days who had the license
for an area about 50 miles from here. Their business model was to
support roaming only with really high fees and charges as you described.
They had no retail presence and you couldn't buy a handset or normal
service from them.

This might have been one of those. It was in Gatlinburg, so they
probably made a fortune from tourists phoning home to check on the kids
or whatever.
