It helps the virus spread better.


If you mean, IE, I think it's so tightly a part of explorer/Windows that it
makes sense.

If one of the underlying components is in use then it may prompt for a
reboot. 😕

Browseui.dll, Dxtmsft.dll, Iepeers.dll, Inseng.dll, Jsproxy.dll,
Mshtml.dll, Msrating.dll, Pngfilt.dll, Shdocvw.dll, Shlwapi.dll,
Url.dll, Urlmon.dll, Wininet.dll

Shlwapi.dll (Shell Light-weight Utility Library) is part of the
winlogon.exe core OS process which it seems can
be restarted only by restarting entire Windows OS ...
