Windows block command

Hi all, 

Is it possible to block "Unauthorize" a command on a Windows host from PAM? I do not want to disconnect the session using risk command, i just want to blacklist one command inside a privileged session. I tried creating a rule with teh command and de-selecting the "Authorize" checkbox but still the command is still running.
