It's common to want to restart a PPM server (especially in non-production environment), but right now this has to be done from the PPM Server, either with kStop/kStart or by restarting the Windows Service for each PPM Node.

It would be nice to be able to restart a single PPM node or a whole cluster with one click in the Admin console. A parameter would allow to disable this feature, as you may want to disable this on a production environment.

We should also create a new access grant to restart server.
