There is an existing ER: QCCR1L47813: Export to PDF on the Project Page keeps Title from another project.

The project title needs to be changed manually.

This workaround is not acceptable.

When user uses export to PDF function, the system will retain some configuration for the specific user of the specific dashboard pages so that next time, when the same user export the same page again, user do not have to re-configure the PDF settings before he exports the portlet page. This remembering configuration for PDF exporting is just for easy use. Also the configuration is just for one specific user of his favorite PDF settings.This only happens to users who has exported the same page to PDF before. The work around is simple, user will just rename the page in the PDF settings when he ex ports to PDF.

The description of the issue is unclear, here's a better one:

When you export a project to PDF, the title can be modified (or kept to the current project name), and will be saved, whether it's been modified or not.

If now you rename the project, next time you print it to PDF, the old value will be recalled, whether it's been manually modified or not - so that will be the old name of the project.

So this idea is about ensuring that when a project gets renamed, any title of PDF setting also gets updated if the saved value is the old name of the project. 

Even through saving PDF settings fields is considered a feature, I understand why keeping the old project name after a project gets renamed can be seen as a usability issue.

This is seen as a usability defect and will go into PPM 9.61, tentatively planned for release at the end of May 2020.

The fix will apply to both Project title and Dashboard page title when exporting to PDF.
