Extending PPM Supplied Web Services and APIs or Moditying PPM Supplied API and Web Services

We intend to use the PPM supplied Web Service and Java APIs to integrate HP PPM with third party application (hereafter referred to as TPA). While researching on the same, we came across the scenario wherein we are not able to read/get some data from PPM using the Web Service call since the appropriate APIs are not available OOB.

The scenario is that we have to fetch the timesheet details like # of hours and cost from the time sheet of resources based on date range which we are able to accomplish using the getActualTime API call but we need additional information of the users like email, username, department, user data, cost category etc. which I am unable to achieve using the supplied API.

Some Questions:

1. Is it possible to fetch the user's information using Web Services in PPM? Is Yes, please let me know.
2. If no, then let me know whether we modify the existing APIs/Web Services and then extend the functionality of the same? If yes, please help with the same.
