Hierarchical Validations in the Workbench

I've been struggling to get a hierarchical validation working inside a PPM 9.1.4 Package Line.  I've followed all the directions that I can find.  I am not using sql to generate the output, but rather grabbing it from a flat file, and using sed and awk to make my data look like the example listed here:

However when attempting to use the validation in the workbench in a package line, only a flat list of all options are displayed, no hierarchical display.  Each line is given an ID, the parent ID's are being properly set, but it just comes out as a flat selection every time.

Since I can't find any references to using a Hierarchical Validation in the workbench, I have to ask Is Hierarchical Validation something that does not work with the workbench?  Also since every example I've been able to find is based on a SQL query, Is my problem related to me using commands and not making a SQL query?  Or do I have a bug somewhere in my data which is preventing this from working?
