PPM 9.31 returning Request is being updated by another database session (KCRT-40186)

Has anyone found a way around the following error?  We are unable to move a particular request (622213) from one state to the next.  We tried clearing the server cache and the browser cache, and tried a different browser but still get the same message.  We had a second person try, and they got the same message:

 "One or more referencesin this Request is being updated by another database session.  Please try again later. (KCRT-40186)

I have seen prior posts that said the error involved PPM holding locks; and that it was permanantly fixed in version 8, but we are running PPM 9.31.002 and periodically run into the same error.

Hi,

Is this happening for all the request types or for only one request type requests. For those requests, please revisit all the rules where it's trying to updated few fiedls by calling functions.
