PPM Support Tip: Cost Health Indicator in Blank

There are two projects, both withe the same Request Type, both appear to have the same settings. Why is the Cost Health blocked on one and green on the other?
This is the way how the cost indicator is shown:
1.For new project, the indicator is blank.
2.If you add some cost lines, indicator's color is green
3.You can add some tasks to trigger the running of cost service and the indicator will be blank.
Please run the following query,
select PM_PROJECT_ROLLUP.* from PM_PROJECTS,PM_PROJECT_ROLLUP
where PM_PROJECTS.ROLLUP_ID=PM_PROJECT_ROLLUP.ROLLUP_ID and PM_PROJECTS.PROJECT_ID=<real project id>
If value of COST_HEALTH_INDICATOR is none, please try to update its value to GREEN (only this record).
update PM_PROJECT_ROLLUP set COST_HEALTH_INDICATOR='GREEN'
Where ROLLUP_ID=(select PM_PROJECT_ROLLUP.ROLLUP_ID from PM_PROJECTS,PM_PROJECT_ROLLUP
where PM_PROJECTS.ROLLUP_ID=PM_PROJECT_ROLLUP.ROLLUP_ID and PM_PROJECTS.PROJECT_ID=<real project id>)
1.Customer should backup all tables used here.
2.Customer should export production data to testing DB and try the SQL in testing DB first.
