PPM Support Tip: When using Table Component Rule, Focus Event ignored in IE when mouse dragged

New KCS article that was created: KM00431420

The issue happens based off of the User's operation.

If the User clicks on (press mouse button down and let mouse button up) the Table Component (TC) Text Field, and then clicks outside the TC, then the TC On Field Change Rule will be fired with no problem.

However, if the User just drags on the Field (mouse down in the Field, drag mouse and select all text, then drag mouse out of the Field, and release mouse) and changes the value in TC, then the IE browser will miss the Focus Event, so it cause the TC On Field Change Rule to be ignored.

Defect QCCR1L50950.

Workarounds:
1. This problem is only occurred in IE, FireFox does not have this problem.
2. User must ensure the click action (mouse down and mouse up) is done before the change of the value in TC Field to avoid the issue
