Planned start date error message

We have a project using staffing profiles and the time management module.  They are unable to change the planned start date in the project details tab.  They can change the tasks in the work plan, they can add/change/delete forecasted costs in the financial summary, they can edit the staffing profile role forecasted needs.  This project will not allow us to change the Planned Start date.  Below is the error message we receive.  Using IE8.  Tested other projects without any issues.  What would be causing this message?  No actual costs associated with this project.

 

The project start period cannot be changed because there are already actual costs and/or there are planned costs that would be overwritten if the planning data was shifted backward. The project was not saved. Use the browser back button to recover any unsaved changes. In order to save change the start period back to the original value. Original Start Period:"January 2015" Original Finish Period:"December 2015"

Once a project is created, the Planned Start Period it cannot be changed, PPM does not give the option. As the error message says, "Already there are actual costs and / or there are planned costs That would be overwritten if the planning data was shifted backward" this means there is already data that is related with this period. So from a Database level it will corrupt all the information, because of all tables that are begin in the initial periods.

 

Another causes is if you have your project settings associated to roll up costs either via the Staffing Profile or the workplan tasks and the resources have associated cost rules, then the actuals will be calculated by the worked time multiplied by the cost rule value, thus entereing data into the financial summary of the project. If you then try to move the start date earlier, the following is shown: "The project start period cannot be changed because there are already actual costs and/or there are planned costs that would be overwritten if the planning data was shifted backward. The project was not saved. Use the browser back button to recover any unsaved changes. In order to save change the start period back to the original value. Original Start Period:"January 2015" Original Finish Period:"December 2015", for example.

We do not have the costs rolling up from the work plan or the staffing profile.  We DO have cost rules associated with roles utilized on the staffing profile to which resources were assigned.  And they do in fact have actuals with costs.  However, since the costs aren't set to roll  up, I don't believe that the cost rules roll up are causing the issue or if they are, it isn't in the way described.  There was planned time for a role for December.  That time was deleted so there wouldn't be something to overwrite.  there is no forcasted costs in the project's financial summary.  We continue to experience the issue.  There were NO costs in December (the period we are changing it to)

 

Our projects are set up so that they may change the start date and other projects that I've tested in our environment aren't replicating this issue.  We have been having issues with the staffing profiles duplicating in some instances but this project hasn't displayed the error message we typically receive when we experience that issue.

 

Any other thoughts on root cause?
