Trying to implement Web Services - Error Message when running Compile_client.bat file

I am trying to implement Web Services in PPM 8.1 for the first time.

 

I am using the developer toolkit for java and also some older documentation from an HP PPM Web Services hands-on lab.

 

I have attempted to set-up TCPMon to monitor SOAP messages and created a generic class to create a web service client. It seems to be compiling as it should so far, but I am now getting this error message when I try to run the compile_client.bat file:
