Understanding 'contributors' on Project

Hello, in the Project Module, we would like some clarification on how 'contributions' or 'contributors' are triggered to be added to a project.  We have noticed that some project tasks have some resources listed as 'contributors' but they have ZERO hours charged.  We see that the resource has pulled this task into their timesheet but never charged to it and submitted the timesheet.  (We do not restrict our users from submitting zero charges on tasks).  So does PPM operate this way in that if you bring in a task on your timesheet but leave it untouched or 'zero' that you are still added to the Project as a 'contributor'?  Appreciate any information or advice on our question.  Thank you.
