Work Plan is 100% Complete, but still shows as Active

We are running PPM 9.32.0002. 

We have a work plan that is showing all non-summary tasks as 100% complete, but the some summary tasks are still active.  No errors are being reported to the serverlog.  When I manually try to change the summary task to 'Completed', when I save, it reverts back to 'Active'.

Any ideas on what I can do to fix this?  I don't want to close out the project with the work plan still showing 'active'.

Not sure what the root cause is, but here's a work around that fixed the work plan.

1.  Find the summary task that still shows Active.  (Those other than Task 0).

2.  Outdent the tasks beneath it.  The summary task will now become a normal task.

3. Indent those same tasks again.  The summary task is once again a summary task and now shows the status of Complete.

4. Repeat these steps for all summary tasks that show Active.  Once you have done this for all of them, Task 0 will then automatically show Complete.
