You do not have access to this page KNTA-11013 error after updating Request field using attachment

We just rolled out some updates to one of our request types.   It ended up breaking fields that were using the attachment validation.  There is a bug we didnt know about for request type fields using attachment validation.   If you migrate an update to your request type,  it will cause fields with attachments > 1 revision to throw an error  "You do not have access to this page... (KNTA-11013)"  when you try to open them.    This is a known issue:

Document ID: KM00458152

HP solution is to remove the attachment and re-add it.   This is not really an option for us because we are talking about hundreds of documents that are attached to projects.

I looked at both of the attachment tables and everything appears to be listed correctly.   KNTA_DOCUMENT_TIP_CONTENTS  , KNTA_DOCUMENT_HISTORY_CONTENTS

We are running 9.14

Has anyone run into this?
