I have a user defined in PPM but was not required to log time. Now they are, so the delinquent time report is showing them as missing timesheets from the beginning of when they were added to PPM, and not just from the point where they were required to log time. How can we fix this so that the delinquent time sheet only shows missing timesheets from the point they were required to log time?
Could you please confirm the PPM version?
Have you made any timesheet policy change?
Does this user was imported from LDAP?

Have you tried to limit the number of "Previous Time Periods to Show:" on the delinquent time sheets report so the missing time sheets from the beginning of this resource will not appear on this report? The deliquent time sheet report shows all missing time sheets only limited by Previous Time Periods to Show parameter.
This is an enhancement request and I suggest raising a support case so an enhancement request can be logged for further review.
If you don't care about maintaining past resource pool capacity values, you could update the user's account start date to the date that time sheets became required.
Thank you Raji and yes, we looked at that parameter but we really don't want the record to show they are missing at all, not just not show up on the report.
