API/OTA based Utility for User Addition/Management
We have a need to have a utility/API for Local admins (users who are Admins for indivisual ALM Projects) to add new/existing users into the HP ALM project that they are part of by providing appropriate user roles. We have an LDAP based user setup for our environment. Can you please share any utility in this regards?

The link below is a COM type library containing the API for interacting with the ALM site data. It provides interfaces for performing in code many of the tasks that can be performed in the Site Administration user interface.
Once there go to the class SAapi and select the api according to your query, in this case is add user to a project.
