Provide more information, please.

What process are you going through to migrate the projects? Did you do an in situ upgrade for the ALM product or are you migrating data to a new system?

Are you using ALM authentication or LDAP authentication?

What is your evidence that users are not getting migrated?

I guess you are migrating from 11.52? I don't think there was a 11.2 version.

The most common reason for users not being migrated is that you installed the new version copying the old Site Admin database. Then before you finished migration of all the projects you may have had new users added to the old installation.

Those new users will only be present in the new installation if they are members of a project that has been migrated since they were added. And in that case they will only appear in the new installation with their user name - full name, email address and so on will not have been automatically migrated, so they will probably be missing.
