Store Data for workflow functions

We have a list saved in the Defect UI that is populated from a template as projects are created.  The list contains codes that are now deprecated and we have a function that will lookup the new codes.  The new code will be added on-demand to each project (we have hundreds of projects) via the Customize Workflow scripts.  What I would like to do is not copy a static mapping to each project as the codes list will continue to grow, I would like to have a central database or text file that every project can access to do the lookup when the function is called from the UI.  Is there a place/way to store the lookup mapping for the codes which consists of basically old code, new code, description.

You can use site configuration to specify which lists are exempt from template-linked customization.

This will allow you to reference the same list in template workflow code, but the list will only contain the mapping values needed for that project.
