Why does the SUBJECT & ASSIGNED TO fields in the new defect window not mandatory?

I have ALM 11.52 Sp2 and on the same ALM project, members of Engineering group have SUBJECT and ASSIGNED TO fields that are mandatory but for other groups it is mandatory. I checked the Project Entities and it shows both fields are required. I checked the workflow script and do not see any any reason to cause those two fields not to be mandatory.

Its probably based on metrics. If the larger customer base doesn't make the fields required then it makes sense to maken them not required by default.

Both fields can be made required by using the fields customization and checking the "Required" checkbox.

If this must be done for many projects you might consider using cross-project customization where you can make then change in the Template project, then push the change out to the linked projects.
