Allow user to lock widgets in the expanded position.  Not all users like for them to collapse.

Allow user to lock widgets in the expanded position.  Not all users like for them to collapse.  Even when a report widget contains no data, it should stay expanded if the user wishes.

Actually, if you use any other HTML template for list reports other than the default one, the widget will not collapse. We would actually like the opposite behavior , make also widgets with other templates collapse, but for now this may work for you.
