Add Microsoft SQL Server support to CDF/SMA

As a on premise customer, to enable smooth transition to containerized environment, mixed mode installation is planned. Current database utlized for SM and UCMDB is Microsoft SQL Server. However, it's not supported by the current version of SMA nor CDF. 

Additional level of skillset is needed, if PostgreSQL or Oracle DB is chosen for SMA/CDF in our organization. It means additional implementation and operational costs. Especially this view applies to Oracle DB.

I'd suggest to enhance SMA/CDF database support by adding Microsoft SQL Server support. SMA/CDF DB support should be similar to what on-premise SM and UCMDB currently offer.

This is a must-have before many customers can migrate from SM to SMA-X.

Even more important to have a consistent support matrix across the suites (OpsBridge, HCM, SMA...). Right now, we have to provision SQL Server and PostgreSQL databases.
