Add support for Oracle TAF

Request for SM to be upgraded to support Transparent Application Failover (TAF) to redirect in-flight to the surviving database and automatically restart any connections when an application fails.

Scenario

In an Oracle RAC or other High availability configuration, if the connection to the database fails for any reason the connection to SM is disrupted and SM process errors before failing or has also been seen to continue to run but unpredictably or unstable leading to eventual failure.

e.g. temporary network connectivity issue which disrupts the session
e.g. A database node fails (but core instance is still running)
e.g. a DBA or Server admin needs to do emergency patch activity to a node (rolling upgrade)
etc.

EXPECTED BEHAVIOR:

Support Oracle TAF and publish associated white paper to cover deployment design/configuration/limitations etc.
