Copying attachments efficiently

Copying attachments from interactions to incidents, or for integration staging table to an module record etc. is often required.

The current approach is to use the JS Attachment object, and the getAttachment(), insertAttachment() methods in SCFile object.

However, this always requires to copy the huge attachment contents (field "data" in SYSATTACHMENTS) into SM memory, and probably also also in-memory copies are created.

So the idea is to implement a function to copy attachments from one file variable to another by SQL functions like INSERT INTO ... SELECT ..., so that the file contents is not loading into SM memory at all.
