Custom actions in SMAX cannot be controlled/edited/altered/reused

Please find in the attachments couple of pictures of rules that customer cannot actually control/edit/alter/reuse, but very much would love to be able to.
Please note that those are more of examples of some functionality that is hidden and, most probably, powerful enough to fulfil all needs customer has bene having.

The screenshots included are of special business rule types, not custom actions.  Which do you mean? 

Locked business rules exist for a reason.  We would not be able to honor a request to make all of them unlocked.  I would need specific requests in order to be able to evaluate whether they align with overall product direction.
