Enhance collision detection to be a warning and not a block for the change to move forward

Currently a collision blocks a change from moving forward.   We need the option to provide a warning only or to block the change to provide more flexibility.   User will get very frustrated trying to find a time that doesn't collide so they can move their change forward.

Next available window feature in calendar should take collisions into account.   Offer the user the next available window that doesn't collide.  Otherwise, they are doing trial and error trying to find an open time when their change doesn't collide with other changes using one or more of the same CIs.
