OOB e-mail rules are sending internal comments to requestor if requestor is agent.

The OOB rules for sending internal comment to requestor and follower if the requester is an agent. This is a problem if the requestor has raised a request to a data domain the requestor does not have access to, ex HR. The requestor will then get copies of all internal comments added on the request.
We classify this as a security issue and has amended it for our tenants, however it should be fixed in the OOB rules.
