Service Manager 9.61: global search widget behavior change

Hi, 

After a Service Manager 9.41 to 9.61 upgrade, the global search widget does no longer behave smartly as it used to do:

- it is now collapsed by default. So, the user doesn't notice that there is a global search there, and will not think of clicking that button.

- after having expanded it (by clicking the button), then having entered a text, the user should click "Enter" instead of clicking the button. This is counter-intuitive.

The global search widget should always be expanded, and the button should be used only for searching.

We did some enhancement in this area in 9.61, you can have it expanded by default by configuration changes by following below doc page:
