Service Portal Administrator - Manage End-User Records and Actions and perform actions

It is necessary one "admin" user (or admin page) on service portal where he is able to find/manage any record in the service portal (manage other request/approval records).

Actions:

Find approvals and request by end user, Approve/denied approvals, do record actions, delete records.

Hi @Alex Mata  is this to "act on behalf of" another user for approvals and request actions? You may want to add more of the use case/why behind this idea to help flesh out the scenarios. Is the end user not logging in to do the approval, or are you cleaning up records entered during a POC, etc. Delete records. is not possible via the portal - what is the use case /scenario for this one?
