Service Portal should allow to have the option to hide/disable Resubmit or Add to Cart function. Since this is related with customer process whether to allow resubmission or add multiple request as one ticket.
Due to this system contrainst in Service Portal, customer could not complianant their process. Hence the only ESS portal customer could adopt is SM ESS portal, which is not a attractive interface that give us score on the user expericence.
