View opening hours for chat in self service portal

When starting a chat from the portal outside chat opening hours, the user gets information about the opening hours after submitting the chat request. If outside opening hours, end user should be informed before adding the request.

Still allow the end user to add a chat request outside opening hours, but end user should be aware of the opening hours at the start of the process, not in the end.
